Cabinet Resolution 56 of 2024 covers calls placed to market a product or service. A screening call to somebody who applied for a job reads as a service call, though nothing published by the TDRA or by the Ministry of Human Resources and Emiratisation puts it beyond doubt. The ambiguity ends with a name pulled from a bought CV database. That call markets your agency to a person who never contacted you, so it belongs inside the 09:00 to 18:00 window on a DNCR-screened list.
Resolution 56 also lets a regulator ask where your number database came from, so keep the provenance of every list you upload.
